If too many Americans get good educations, then who should receive them?

The discussion encompasses more than just higher education. Even secondary education is being reviewed by some as unnecessary; and that some should be shuttled into job training after 8th grade. The question is; if the object is to restrict both the number of college intending secondary students and the number of college graduates, then who ultimately be favored by said policy to achieve both?
